Gary Frossard

Gary Frossard has over 44 years of experience in the construction industry. He graduated from the University of Missouri – Rolla with a B.S. degree in Engineering Management and a minor in Civil Engineering in May of 1973.  He was inducted into the Academy of Engineering Management in 2007 and was awarded a Honorary Professional Degree from the Missouri University of Science and Technology in 2014.  In 1990, after having worked at two other large general contracting firms, Gary started his own construction company eventually buying the assets and the name of Kadean Construction Co. in 1996.  Gary manages the day to day operations of the firm while overseeing every project to ensure client satisfaction.  He was also integral in the real estate transaction and build-out of a 10,000 square foot cultivation and dispensing facility in Missouri supporting CBD treatment for Epilepsy.

Mitch Meyers

Partner • Chief Marketing Officer

Backed by an impressive resume of achievements in the marketing field, Mitch Meyers brings a fresh perspective to the cannabis and hemp industry.  After spending several years in the accounting and audit field, Mitch realized that marketing and product development was her true calling.  She was hired to introduce Bud Light for Anheuser-Busch, which is now the largest selling beer in the world.  AB subsequently put her in charge of leading their new products group for 6 years. She was named AdWeek’s Advertising Woman of the Year in 1996.

After leaving there, she formed a marketing and brand development agency, The Zipatoni Company, that worked with many Fortune 100 companies delivering strategic insights and business development programs.  She and her partners built the agency to 350 employees, offices in 5 states and $42 MM in revenue annually.  They were acquired by IPG, the Interpublic Group in 2003.

Since that time she has entered the cannabis industry receiving a dispensary license in the highly competitive Illinois medical market in 2014.

The following year, she received a cultivation, production and dispensing license in Missouri for CBD to treat Epilepsy.  She continues to consult with companies around the country on cannabis business.

Mitch’s seasoned marketing expertise, coupled with her passion for the plant, products and the ultimate patients, makes her one of the leading faces of the cannabis industry.

Hyatt Bangert

Partner • Chief Business Analysis Officer

Hyatt brings an impressive 37 year history in the construction and farming industries.  During that tenure, Hyatt worked with his brother Henry to build their business from $5 million to over $100 million in annual sales.   The larger public projects, exceeded $450 million in total project value. Many other private and design build projects were also executed over the years.

Hyatt expanded the capabilities of his business to include agricultural property development and utilization of recycled aggregates.  Exploiting project waste material utilization and establishing criteria for meeting material specifications were a part of his emphasis to capture the recyclable resources generated by infrastructure development and re-development.

Most recently, Hyatt decided to leave his construction company, Millstone Bangert Inc. and has devoted the last 4 years to researching and beginning development of the industrial hemp industry model.  He and others are working to form the industry’s local trade association and gather information for “farm to product” supply chain needs. While lobbying to get an Industrial Hemp bill passed in Missouri, he touches all levels of the supply chain.

 A Board member and an active business partner in the BeLeaf CBD oil Company in Missouri, Hyatt has a personal passion for seeing people benefit from the cannabis plant’s medical uses as well as taking part in the development of the other cannabis plant applications that have been wrongfully suppressed for the last 80+ years.  Hyatt is positioned to be a major influence in these immerging markets in Missouri and the Midwest regions and beyond.

John Curtis

Partner • Cultivation Director 

John Curtis participated in the emerging cannabis industry in Colorado from it's legal inception in 2009 through 2015 when he and his partners sold their company. John helped grow their company from one cultivation site in 2009 to three Denver based dispensaries, a dispensary in the Mountain resort of Crested Butte and more than 30,000 sq ft under cultivation when the company was sold in 2015.

Still excited by the prospects of the growing cannabis sector, John worked with established growers in California to help bring their greenhouse and full sun operations into compliance with Prop 215 and later into local and state compliance for the now legal recreation market in California. John aided the principles of San Francisco based, The Vapor Room to get their dispensary open in a highly regulated and competitive market.

After moving back to his home state of Missouri, John help establish the BeLeaf company and it's operation in St. Louis, MO.

Dr. Stephanie Cernicek 

Ph.D., HACCP

Partner • Product and Laboratory Specialist 

Dr. Cernicek is a Ph.D. chemist dedicated to increasing the scientific community’s knowledge of cannabinoids and their many uses. She received her B.S. in Chemistry in 2011, a M.S. in Chemistry 2013, and a Ph.D. in Chemistry in 2017 from the University of Missouri- St. Louis. Currently, she is the Senior Chemist at the BeLeaf Company. On a daily basis, Dr. Cernicek interacts with patients and physicians to design the most efficacious medical cannabis plans and products based on the patient’s specific diagnosis and circumstances.

Her years of experience as a chemist allow her to apply scientific techniques and methods to the creation of new cannabis products. Utilizing a variety of cutting edge technology from both the academic and the cannabis worlds, Dr. Cernicek works to develop a wide range of products from accurately dosed inhalers and nose sprays, to new varieties of consumable products. As a Ph.D. Chemist, Dr. Cernicek utilizes and interprets results from HPLC, ICP-MS, GC-MS, and other scientific instruments to determine cannabinoid content, terpene profiles, and levels of toxins such as solvents, heavy metals, and pesticides. Dr. Cernicek is currently serving as a member of the ASTM International D37 committee on cannabis, working to create a set of global standards for all aspects of the cannabis industry.

Kyle Wilson

Partner • Design Director

An Architect with over a decade of experience planning and designing industrial, commercial, and retail projects from California to Florida, Kyle Wilson understands how to layout facilities and dispensaries for the cannabis and hemp industries.

Currently the Director of Project Development at Kadean Construction, Kyle’s collective building portfolio is over two million square feet and $300 million in construction. Much of Kyle’s portfolio includes designing breweries, distribution facilities, and bottling and canning facilities for America’s beer industry. Kyle’s experience in that regulated market and his understanding of consumer trends for cannabis gives him the knowledge to plan efficient production operations in concert with C3’s cultivation experts.

He also works with C3’s branding experts to design retail environments that enhance the consumer experience. Having worked all across the nation, he is knowledgeable about navigating local municipal zoning ordinances and approval processes and is a seasoned evaluator of potential real estate assets.

Mike Eveler

After 12 years with St. Louis based Kadean Construction as a design-build estimator/project manager and principal, Mike Eveler was appointed company President in 2015.  That same year, Kadean was selected as the design-build contractor to successfully deliver a Missouri facility for cultivation, production, and dispensing of CBD to treat Epilepsy.  With 20 years of experience behind him, Mike is focused on Kadean’s continued growth in the construction, healthcare, and cannabis industries.  He has overseen the construction of 2 million plus square feet of warehouse space and dozens of healthcare facilities across the country including recent projects in Missouri, Illinois, Kansas, Florida, Michigan, Wisconsin, Indiana, and Pennsylvania.  Mike is a LEED Accredited Professional with a Civil Engineering Degree from the University of Missouri-Columbia. 


Loni Woodley

CPA, ABV, CFF

Partner • CFO

Loni is a co-founder of ATLAS CPAs & Advisors PLLC.This firm provides Accounting and Tax services to all size business as well has high-touch auditing, attestation and compilations and reviews.  He started his career with McGladrey & Pullen LLP where he spent 10 years serving clients in banking, construction, nonprofit, retail, cannabis, manufacturing and distribution among others. Loni worked as a tax, audit and general business consultant to several clients. Loni was then hired by a client as their Chief Financial Officer. He spent the next 13 years as the CFO to different companies and was able to successfully apply the training within public accounting to the internal operations of these companies. In his career he worked as the CFO and internal consultant for organizations advising them on several issues including strategic planning, turnaround, restructuring, operational efficiencies, complex refinancing issues and human resource changes.  Loni has successfully assisted many businesses, including start up and existing cannabis companies through the regulatory and accounting requirements in their industry. He provides a financial roadmap to best deal with 280e accounting regulations for the cannabis industry.
